The way this works now is the following: You will receive a Notification when a Bounty Quest is available in the top left corner of the screen by traveling around. Traveling around (fast travel or normally) will make the Stranger put a Bounty Letter inside the Mailbox on the right. When you start a Bounty Quest, use the left Mailbox to Cancel it.
